Ok I could reproduce it if man/systemd.index.xml and man/systemd.directives.xml were not present when "update-man-list" runs... Try running "make man/systemd.index.xml" first (it should generate both of them) and then "make update-man-list" that should work. Maybe that should be made into a dependency of "update-man-list"?
