I have to say something about this. We have been down this road before. If we are 
talking about races were people who are capable of breaking world records compete this 
statement is simply untrue. I have data setting in front of me that show results from 
top 20 in the world type runners approximately 15% of races are over the legal wind 
limit. This is a far cry from "at least a third". If we are talking about NCAA races I 
would probably guess that figure is close. To which I say let the NCAA make up 
whatever rules they want.
