The war should work out of the box. I can't imagine what might be happening but you might want to check your catalina.out file or similar to see if there are any exceptions being generated.

Fedora Core 3, Java 1.5.0_06, and Tomcat 5.5.9.

Can this war be dropped into Tomcat straightaway, by itself, and be
accessed?  Did I miss something?  How do I access it once deployed?
