I think I know what your problem is. I had some strange problems in Tapestry.set_focus() which threw exceptions in at least one browser. I don't remember which. Notice that this is the line directly before the line you claim is a problem. My suspicion is that set_focus() is causing an exception, so your line never exectues. I wound up pulling the Form.js file out of the tapestry jar file, modifying that function so that it doesn't do anything in IE, and then adding it back to the jar file. Try modifying the source so that it stati files off your hard drive, then comment out the call to Tapestry.set_focus() and I bet your problem will go away.
