+1 think about cultural/structural differences. It is obvious that city classification depends on the context. If a city in Europe is considered one of the biggest it will still be an average city in China. I also agree with the others that say it is pointless to have 2 tags for the same thing (population), There is a page in the wiki set up for a more extensive classification of german cities and goes for a multiple tag-approach: the more info you have, the better you can choose which of it to use. E.g. is there an airport?
