You might be thinking, "we already have a simple way to indicate motorways!" This proposal is about separating form from function, opening the possibility for things like "trunk motorways" and "secondary motorways". (And it doesn't kill highway=motorway altogether.) You might be thinking, "what's an expressway?" The short answer is, it's just like a freeway/motorway but with at-grade intersections.
