-1. He is not. He is actually making it simpler! To set the name of a
feature I don't have to go through a cadastre investigation to find
out what company the feature is owned by. If I see a gas station with
a sign saying "Foo Gas Station", I'll use that as name; if there's no
sign but "Shell" because it sells Shell fuel (which is usually not
true, at least here in Italy; it's just a matter of branding), then
again Shell is not the name of the gas station, but we may tag it as
its brand. If, then, I buy fuel there and get a receipt with the legal
name of the company ("Bar Company s.r.l."), this should go into the
operator tag IMO.

The idea is that a consumer would show the most evident "name"
available. If there's the big sign (the name), the consumer would show
"Foo Gas Station", and I would see it from a distance and identify the
gas station. If that is missing, the brand may be used, as it is
usually somehow prominent; I can see the Shell sign from a distance
too, but it is less specific than the name, which is unique to the
station (there may be two Shell gas stations close to each other). If
the brand is missing too, the operator would help anyway in
identifying the feature: even though it would be hard to use (it is
usually not evident), it would still be better than no information at
all.

After all it's the same thing you do when you speak: saying "that fuel
station near the hospital" is less precise than "the station run by
Bar Company" (useful only for those who have already bought gas there
and actually paid attention to the receipt), which is less useful than
"that Shell station" (useful, as I see the Shell sign from the road);
the ideal would be to say "the Foo Gas Station" if there's the big
sign with the name. Information should always be provided, at the best
of our ability to find it out. I'm not saying you have to get a
receipt from evey fuel station in your city :-)
