This is already done, e.g. http://www.openstreetmap.org/browse/relation/1471006 http://www.openstreetmap.org/browse/relation/955907 though there is not "segment"-tag (not sure if it should be there, as in this example the relation "XY part of Latium" is not a segment of the latium part but is the whole route for latium.
