maybe that's not a bad idea, waterway=waterfall could be a place where the water is falling down (vertical), while natural=waterfall would be an entity for the whole area, which represents "the waterfall" (a grouping of where in reality you will often have several points of water falling inside the same "waterfall") and gets the name, the wikipedia link and so on, and which groups all single details about where the water falls. cheers, Martin
