actually I m more inclined to distinguish between executive and legislative 
functions but agree that there might be some overlap sometimes, especially on 
the lower levels,
 (both in the same building, eg city halls)


I'd see "administration" as part of the executive power, although every bigger 
entity, be it private or public, legislative, executive or judicial, will have 
some administration part.
