that's exactly what maxspeed implies.

and

maxspeed:hgv etc is also there

Maxspeed does not imply 'limit' by name.

Perhaps we should have

maxspeed:advisory=* and
maxspeed:limit=*

and continue

maxspeed:hgv=*

etc ?
