Although it goes against the OSM model, all roads above tertiary in Japan 
follow their legal designation rather than actual conditions to conform to 
historical mapping traditions in Japan  

There are a few primary and secondary roads in every area that could be labeled 
unclassified if it weren't for their governmental shield designation (its a 
really old road, and sections are narrow  or impassible to trucks, but it is a 
"national" route, therefore "primary" - while the bypass route is 3 times 
bigger but has no designation, so it is a "tertiary road")
