But “*:lanes=*” is still a different story. One could also use “*:lanes=*” on segregated foot- and cycleways. For example highway=path degregated=yes bicycle=designated bicycle:lanes=yes|no foot=designated foot:lanes=no|yes Although this example is pretty trivial.
