A hedge is a hedge, regardless if it is planted by the road authorities, the walkway along the train station, or the walkway into the mall. In some places those are very separate, but in some places those are all mixed together, especially when the train station is on a bridge over the road, the mall is on the corner, and the road is going over a bridge over a canal - the road, the walkways, and the hedges and fences may all be connected on top of a landuse.
