locality is explicitly for toponyms that don’t refer to settlements or their 
parts. I agree that a node is not nice, because we might want to tag sections 
of a river that are quite long, and a node doesn’t express this.

Another idea would be to use additionally a subtag on the part, e.g. 
section_name=*
