Did this conversation arise from my post about a ref being applied to a motorway_link exit ramp?
If so, this string is missing the point. I don't think anybody is advocating deprecating the ref tag. In my example there was a ref applied to an exit ramp that was tagged with the number of the exit. The way in question has no sign indicating a ref. Tagging it with a ref is incorrect.
