str to replace tags

Any recommendation how to replace "<foo>" with "<bar>" using str taglibs?

<str:replace replace="<foo>" with="<bar>">
   Kung Foo
</str:replace>
This doesn't work.

I tried to use &lt;foo&gt; instead, and it also failed.
