Currently, language settings are not persistent. We are working on this, see https://labs.riseup.net/code/issues/5501. You can change language separately from the keyboard though so that you can type your passphrase with the keyboard you like. You see, there are three options, one is for "Everything", the second one for the date formats, the last one only for the keyboard. So you can set the first one to english and the last one to French.
