Can not help with all your issues, but can say that you have a keyboard menu 
when logged in showing your layout. if the icon does not show, double clicking 
the menu bar next to the clipboard menu will open it as for me the keyboard 
icon does not always show, i do not know why
also for me, reboot is not equal to shut down. past the remove usb key 
instruction screen a reboot is immediate while shut down takes ages, easy 40 
seconds.

likewise, i hope a next version will remember keyboard

Thanks, u. It just did not occur to me that persistence might not apply to 
language. I have made more tests and I have several questions. Be aware that I 
have already used Tails successfully, browsed the Web with Tor, used the 
applications and used the persistent space. Problems are cropping up now.

- Is setting up languages on the login page, through the bottom bar, the same 
thing as setting them after login, through the Applications / Settings menu ? 
Up to now, I was doing the latter.

- On the login page, I'm now setting English on the left ("Language") and 
French on the right ("Layout"), but what do I need to set in the middle 
("Locale") ?

- I'm now realising that I might be typing the "wrong" passphrase + password 
and getting through, while not getting through while typing the "right" one. 
Let me explain. I have just realised that the "French" keyboard is not the one 
used in France. The top row of keys used in France give out the numerals while 
used with the Shift key, or with the Caps Lock key (at least under Windows). 
However, in the "French" layout in Tails, the top keys don't give out the 
numerals with Caps Lock. This is very inconvenient for passwords. There is one 
password I always type with Caps Lock. I might well have registered others 
passwords/phrases than the ones I thought.

I have tested other "French" variants ("alternate", "legacy", "Belgium"...), 
but none gives the desired result. Is there one ? Is there a way to see on the 
visual keyboards the result of key combinations ?

- Is there a maximum length for the passphrase, and which is it ? In different 
dialog boxes, I have found different results : no limit, 15 characters, 14 
characters. The 15 and 14 "limits" mean there are no more extra dots when you 
type more than 14 or 15 characters, but is it possible that the extra 
characters do get registered by the system ? My passphrase is more than 15 
characters.

- Is it equivalent, software-wise, a) to reboot, b) to shut down, power up and 
boot again ? I seem to be getting problems when rebooting only.

- Is it normal to get Windows-like delays (Windows in a bad day) when doing 
this type of settings ? For instance : selecting a language for the keyboard, 
clicking Add, and having to wait for several seconds for the command to be 
executed ?

- And by the way, is there a forum for Tails ? I'm not accustomed to mailing 
lists, and I find it difficult to ask some questions without posting 
screenshots.

Currently, language settings are not persistent.
We are working on this, see https://labs.riseup.net/code/issues/5501.

You can change language separately from the keyboard though so that you
can type your passphrase with the keyboard you like. You see, there are
three options, one is for "Everything", the second one for the date
formats, the last one only for the keyboard. So you can set the first
one to english and the last one to French.
