https://tails.boum.org/doc/first_steps/persistence/copy/index.en.html does work. I had to do the same, as I could not automatically upgrade my old stick from 2.12 to 3.0. Thus I decided not to upgrade my old stick but to keep it as it is (maybe I need to run TAILS on a 32bit computer..), made a complete new one "virgin" 3.0 stick from DVD and copied my persistent volume accordig the documentation. You will need to copy your old icedove profile manually to the thunderbird folder. I don't know whether this is necessary if you make an automatic or manual upgrade of an existing stick. Maybe it should go to faq or as a remark to the above mention doc.... And it's possible that after copying the persistent stuff to the new stick it seems not to work (no firefox bookmarks etc...), then check under "Configure persistent volume" whether all options you need are set. After that everything should be fine again.
