I agree that in the original email thread at https://wiki.openstreetmap. org/wiki/Attribution/Department_of_the_Environment_ and_Energy_CAPAD#Follow-up_Email they didn't grant the permission that the method of attribution we propose is acceptable, which based on my understanding is required on top of the CC BY license for the data to be used in OSM.
