These are the numbers that aren't in a valid international or local format. They are "odd" in some way. Including a whole bunch of highway=emergency_access_point phone=000 (whatever that is supposed to mean?).

If the 1300 and 1800 numbers 'work' then so too will the non ISD numbers .. just not from overseas. As overseas interest in using 'our' numbers is very small I don't see much urgency nor impact in it.
