I've done the wall as
barrier=wall + wall=jersey_barrier + height=1 + material=concrete, but what do you do about the fence on top of it?

Add fence details to the same line, mark the wall as 2m tall, just ignore it?

So

one way for the base concrete wall

another way for the fence


Both ways share nodes.. That would be my take on it.

Being lazy I'd map the larger of the two and move on.

            I'd also say fence. But that's a 6 story apartment block,
