I have nothing against 'founding' a vzw. It *could* help in talks, though a
'OSM Belgium vzw' basically has nothing more to say / promise / offer
regarding OSM as any cardplayers club...

There might be one possible drawback. A (small, without funding) Belgian vzw
potentially could be a nice target for a legal attack by a 'big commercial
player' in the mapping-business. In that case the commercial player would
spend 'peanuts' in his eyes to the trial, while for the small vzw it would
be an giant effort just to defend itself.

Also think of this.

If you have a solid, well organised structure, you could consider to put it
in the legal form of a vzw if there is a need for it.
If there is no structure or organisation at all (as it is now) you will not
get one just by founding a vzw...
