Well, maybe it does, but they don't know it yet :-) There are quite a few laws 
and decrees for freedom of information (openbaarheid van bestuur, or what 
Dutch people like to say: "Wob"). That should apply to all the data our 
governments and government agencies use, so in principle should include the 
cadastre. So someone could try make a formal request for this...

Although I think that they will probably come back with privacy legislation to 
not release the cadastre information.
