The Flemish part of the kadaster also has been imported in the Flemish GIS
system and is used by a lot of instances. Something similar might exist in
the French / Brussels part.

http://zoominopuwdak.antwerpen.be

Gis-Vlaanderen however will probably be hiding behind 'database rights' for
that. Guess they sell licences to use the 'public information' they own...

It would probably take a political initiative to get these data public in a
usable form. But after all, WE ALL payed to get them collected so it should
be logical that we all can use them...
