Welcome to OSM.

I'm a mapper on the complete opposite side of the country (near Roeselare,
West-Flanders).

The era of pure GPS devices is almost over, most smartphones and tablets
have a decent GPS now, and the quality difference is minimal. The only
requirement is that you can export the GPX track. Some commercial car
navigation devices don't have this possibility. I map with an Android
phone, and there are a lot of apps available to help in mapping, and also
apps that use the OSM data.

The most important thing is that you make notes while you map (obvious
things like streetnames, but also all kind of POI like restaurants and
pubs, and as much information you can gather about those features:
addresses, websites, smoothness of tracks ...). You can note it down with
certain smartphone apps, or on printed maps.

To get an idea what you can map, take a look at the map
features<http://wiki.openstreetmap.org/wiki/Map_features>(may take
long to load), and the specific Belgian
conventions <http://wiki.openstreetmap.org/wiki/Belgium>.

Regarding the GIS work, there are some Wallonian mappers busy with
contacting the government to get GIS data. I can't help a lot with that, as
it seems to be divided between Flanders and Wallonia.
