Ben probably means that there should be no "subarea" relations. but those
just make it so easy to browse through on the site. If you just go to a
random relation (like http://www.openstreetmap.org/browse/relation/1292925),
you can see what is below it, and of what it's part.

For me, it makes it very easy to check boundaries, or to browse boundaries.

That's why I add the subareas, but not adding them is not wrong.
