I guess it really depends on the local situation. In my area (Mol) most
towpaths (which is the correct English term for "jaagpad") have no traffic
restrictions at all. Technically they are just "unclassified" roads. Maybe
we should be creative and start tagging them as highway=towpath ? ... and
add restrictions as indicated by traffic signs ?
