Right, access=no is legal. Note to other replies: the problem is not (only) surface but (mostly) vegetation. Best info is Google search "osm impassable" (also "osm impassible" due to usual phonetic spelling mistakes) "whoever is responsible... Unfortunately, official authorities don't reply to more important and easier requests than that. As I wrote in that article, best luck is suggesting boy scouts or a nature lovers group to clean it up. Regarding another path that was restored by a local school <http://www.openstreetmap.org/browse/way/165630696>, they distributed a leaflet announcing the event. It proudly exhibited a small overwritten ugly map, probably Google, and announced an opening ceremony. I mapped the path, managed to find their e-mail address that was missing as usual, and sent them the URL. They were extremely delighted !!! I have just noticed the authorities have placed a sign lately. Some more work.
