Hallo Jan, There are no tags to indicate that something is nearby. There is also no need to tag this, as all data has coordinates. So the towns, canals, forests etc. all have coordinates that determine their place on the world. Using those coordinates, one can also calculate the distance between 2 objects.
Therefore you can use Postgis or QGIS with have functions to calculate distances. Even the Overpass API could work for some simple cases. I do not really have hands on experience, so in case you need more information, so hopefully someone with GIS experience can chime in.
