I've skimmed your code and it looks pretty cool. One remark: you set a few statusses, such as 'TO_DELETE'... One approach could be to have some validation rules in JOSM which helps to prevent an upload of unwanted camera's or statuses. Some examples of extra JOSM rules can be found here: https://josm.openstreetmap.de/wiki/Rules PS: is there a dataset on Bruges as well?
