até onde sei não há problema em misturar os dois (o Map Compare do Geofabrik faz uma certa "mistura"), desde que:
1) isso não implique em alterações na APi do Google, ou na forma como você acessa os dados deles (o geofabrik usa o OpenLayers, se não me engano, com os tiles do Google). 2) não se use dados do geocode para completar a base de dados do osm.
