Doable, either by yourself or in a team effort.  Get yourself a copy of
TS2010, the background can be brought in as DEM there are tools to do this.
Scenery objects we have about 100,000 free ones so one or two should be
suitable and if they aren't Blender can make more.  Murchison is an example
of what can be done but there are plenty of others.  1880 UK GWR Broad gauge
look for Turks Castle 1892  that one is free.
