Merkaartor has support for GeoTiffs (already rectified), and CanVec definitely doesn't include all the data, although it has most of it. CanMatrix seems to have the most park boundaries in it although some are out of date. Basically if you are trying to get an area to a high level of detail: 1. geobase import 2. Canvec import 3. NHN import in BC (included in canvec soon) 4. Cantopo/Canmatrix tracing 5. Yahoo tracing 5. Ground work
Of course you should try to verify all this data because I find a lot of the NrCan data to be still a bit inaccurate.
