JOSM is currently allergic to GeoTIFFs. The only direct way around it is to use the PicLayer plugin and take a screanshot view of an area and manually move it around.
An option is to use mapwarper to make a wms of it, that requires making control points. So i dont know what is faster. Russell knows the better method. Jump on the #osm-ca IRC and bug me about the shp files for admin boundaries. Lots of things going on, so todo items tend to get pushed to the side.
