No, you should have asked permission to forward my email to a public
list, the length of time is irrelevant.  In this case I don't really
care - but for future reference you could hit someone who does.

In general it is discouraged to *import* data that needs fixing.  Fix
first - upload second!

You are probably the only person with the full list.  Or is it
published somewhere?

My hope would be that you would either set the admin_level to a
suitable integer value or replace this tag with something else.  I
think it would also be advisable to fix the name and any other details
at the same time.
