This a kind of strange comment... why would the classification of a
road change due to whether it is open or closed?

The Trans-Canada highway washed out last spring during heavy rains in
southern Alberta. It was closed until it was repaired. There was to
change in the status of the Trans-Canada across the nation due to the
closure. There are barriers on the highway in the mountains to shut
down the highway during major storms that also don't change the
classification of the highway.

Obviously a 2 year closure is much longer than a couple weeks, but
until the government decides to abandon the roadway, it would still be
a primary highway.
