Thanks for the input. Looking all that info over it seemed appropriate for me to go forward with a small test import, so I have done so.
While many of the buildings are quite roughly traced, this is similar to many areas of Vancouver, and I believe that it is a big improvement. Here is the changeset: http://www.openstreetmap.org/changeset/52634089 I've since gone over the area, and cleaned up some of the building traces, and added some missing garages. I hope that looks good to everyone, and if there are no issues I will continue to import bits of the CoV footprint data, in small chunks (similar to the one I've already done). I will be closely reviewing the data before import, and ensuring it is free from duplicates, and that it correlates reasonably well with the imagery.
