I'm not sure exactly what you mean.  Paths that not cleared are tagged seasonal=no or tags that are cleared get the tag seasonal=no?

The default on winter_service is yes so only the ones that are not cleared need to be tagged with winter_service=no

Could you point me to a reference in map features that uses the seasonal tag?
