I would expect this to be the same as the many "1st Street", "Twenty Second Street", "16A Street", or "96 Avenue" we have in English Canada: we go by what is signed and the software adapts. Hardcoding a special case mapping "1e Avenue" within Québec to pronunciation "Première Avenue" would be quite a lot simpler than changing Québec's every way with that name in OSM.
