I think this might at least partially be a StreetComplete issue. For example https://www.openstreetmap.org/changeset/158937395 added maxspeed:type=CA:urban in November 2024, or https://www.openstreetmap.org/changeset/154714996 added CA:rural in August 2024. Anyone want to check on StreetComplete's code and Github issues?
