I think this might at least partially be a StreetComplete issue. For example 
https://www.openstreetmap.org/changeset/158937395 added maxspeed:type=CA:urban 
in November 2024, or https://www.openstreetmap.org/changeset/154714996 added 
CA:rural in August 2024. Anyone want to check on StreetComplete's code and 
Github issues?

There are also some old cases of StreetComplete users adding CA:rural on city 
streets like https://www.openstreetmap.org/changeset/60230633 in 2018, which I 
think can be removed on sight as clearly wrong?
