Ok, cool. That still leaves me wondering what we should use for the ref= tag
since what's on the pole is the only identifier and in reality that number
isn't actually in the NaPTAN data (well it is but its buried). Looks to me
that neither OSM nor Naptan have a full set of data for bus stops in the
west mids.
