Having a hi-vis vest does work well. You can do just about anything  
with one, without people questioning you. If you are cycling, a hi-vis  
vest is always better than bike lights. Other road users have no  
excuse for NOT seeing you. Apparently the law says that you can't have  
a bike light with more than 5W on a bike, even so cars have lights 10  
times brighter and dazzle cyclists.
