I've never seen that proposal before, I'm not sure if there's been any previous discussion of it anywhere. But it does all seem to be a good idea. I think there is a need for some sort of boundary tag for nature reserves and other protected areas, and tagging them with their designation. Though I'm not sure if "reserve" is the best word for it, it seems a bit ambiguous.

There is an alternative proposal here for boundary=protected_area: http://wiki.openstreetmap.org/wiki/Tag:boundary%3Dprotected_area But IMO that proposal is overly complicated, trying to cover everything in the world, and using numbers instead of words for the designation/status.
