Near here we have "verges" between pavement and adjacent landuse (often fields) which are overgrown with signs at either end (with arrows) and sometimes in the middle denoting them as nature reserves (the sceptic in me read this as "cost saving no mowing area"), so I'd think it quite possible that there is a verge that is denoted as SSSI if something of interest has been noted growing there.
