Hi, Thank you all for you responses. And a special thank you to Andy for making http://maxspeed.openstreetmap.org.uk/. Now I can see at a glance where maxspeed hasn't been set (yet) and where it is wrong. The other suggestions are also very usable and I can get started with the JOSM add ons really quickly I think and start adding more maxspeed to Southern Hampshire.
And it is also good to know that maxspeed is not implicitly set by road type. Thank you for that tip. Happy mapping, Thomas
