Would a change to the licence perhaps mean that it would be more easy to merge NaPTAN data with OSM data externally, without needing to import it?

The http://wiki.openstreetmap.org/wiki/NaPTAN/Import wiki page says that "The Department also requires that ... a trusted technical team (possibly consisting of one person) with OSM is identified". If that requirement goes away, presumably it becomes easier to "compare and contrast" what's in OSM with current and previous NaPTAN data?
