There it defines the state of the managed or unmanaged.

And that is the pain the the backside since all these EXTRA tags are unnecessary if the base standard is followed properly. I should not have to look at secondary tags to find that an area is not actually 'landuse', but rather 'natural'. You should be able to identify managed and unmanaged areas from the main tag!
