I'm not in the area, but DEFRA's MAGIC map (http://magic.defra.gov.uk/MagicMap.aspx) doesn't show it as an exclave for New Forest District (neither does BoundaryLine) or New Forest National Park. It does show as an exclave of New Forest Special Protection Area and New Forest Ramsar site, but I don't suppose either of those is mapped in OSM.
